Line-item Appropriations from the 2026 Regular Legislative Session of the Louisiana Legislature
Recipients of an appropriation from Acts 3 or 961 of the 2026 Regular Legislative Session are required to execute a Cooperative Endeavor Agreement (CEA) with the Louisiana Department of Treasury (Treasury) to receive funding. The CEA will outline how appropriated funds will be spent, goals your entity seeks to achieve with the use of the funds, budget and expenditure information, and how Treasury will transfer the funds to your entity.

Quarterly Cost Report Submissions:
Cost reports consist of completed and signed Attachments C, D, and D-1 (if applicable) from the CEA document, along with your invoices and proof of payment. The attachments should be signed by the authorized signer of the CEA. As there is no signature line on the form, the authorized signer’s signature can be placed in any section on C, D, and/or D-1. The CEA document can be found on the left-hand side of your dashboard within the portal by logging in to your OpenGov account and then selecting the appropriate CEA record number. The completed and signed cost reports should be uploaded in the Attachments section of your CEA record, which now offers cost reporting upload sections by quarter.
